NEW DELHI —

India's ruling National Democratic Alliance faces a period of sustained pressure from its regional partners, with the Telugu Desam Party and the Janata Dal (United) both presenting demands the central government must address before their continued legislative cooperation can be assumed.

The TDP, whose 16 Lok Sabha seats make it the third-largest bloc in the coalition, is seeking enhanced central funding for the Andhra Pradesh capital construction project at Amaravati and a formal notification granting special category status to the state — a demand the Finance Commission has resisted on fiscal grounds.

JD(U), with 12 seats, is focused on Bihar. Chief Minister Nitish Kumar has publicly linked his party's "constructive cooperation" in Parliament to central government approval of a comprehensive Bihar-specific package that includes enhanced disaster relief funds following June's severe flooding in northern districts.

Government managers have privately acknowledged the complexity of managing a coalition in which the ruling party holds only 240 of 543 Lok Sabha seats. "Every session becomes a negotiation," said a senior government official who requested anonymity. The BJP must secure the support of coalition partners who together hold the remaining seats needed for a working majority.
